From Legacy Wiki
Banners can be earned in the game for a number of things, and show other players things you have achieved. In a player's profile they are known as 'Player Honors List', and are found near the bottom of the profile. Once you earn one you keep it for life, even if your achievement like Weekly Top 10 for Exp is not permanent.

You can only have one helping staff/voting/chat banner; they replace each other if you earn more than one.
Some of the banners you can only get in a week so try hard to get them! However, once you get them, they don't go away.
